We weld all day. Is a permit system realistic?
For the designated bays, no, and it is not what a permit system is for. The bays should be laid out with the separation built in, so routine work needs no permit. The permit system exists for work outside those bays — cutting on a structure in the yard, a repair against a wall near the store — which is precisely where the risk concentrates and where nobody has thought about what is nearby. Aim the control at the exception, not the routine.

A trace and pressure test.
